Design Reviews

A comprehensive Design Review will save significant time, money, and acrimony by proactively considering key aspects including fitness for purpose compliance with contractual commitments including NABERS and Green Star, coordination of services, buildability, staging and sequencing of the installation, testing and commissioning, operability, maintainability, and resilience.

ESBS performs multi - disciplinary Building Services Design Reviews of design and documentation produced by other consultants. Design Reviews cover requirements including the National Construction Code, Australian and relevant overseas standards, industry best practice guides such as AIRAH, CIBSE, ASHRAE, NABERS and Green Star. Over the years our engineers have carried out more than 30 Design Reviews for significant projects, referenced against standards including ACT EDU - EDIS, NSW EDU EFSG, Canberra Hospital - Standard Inclusions, Australian Institute of Sports - High Altitude (Hypoxic) Training, National Archives, National Library, YMCA - Swimming Pools, Defence - Building Works Manual, NASA -Canberra Deep Space Communication Centre.

Independent Commissioning Agent

When performing ICA services, ESBS typically report directly to the client, or sometimes to the Project Manager/Head Contractor, working independently from the design team and installation contractors. We ensure that project goals are delivered during design, installation, testing and commissioning, and post completion evaluation stages.

We have an excellent knowledge of statutory requirements, design and installation procedures, standards and industry best practice guides such as AIRAH, ASHRAE and CIBSE, coordination and system integration, testing and commissioning, handover documentation, and training of end users.

As ICA, we deliver significant cost savings by proactively identifying defects early. This increases the chances of getting things right the first time, reducing design, installation and operational risks, and simplifying project handover. 

ESBS has provided ICA services to more than 30 projects covering, Mechanical - HVAC, Refrigeration, Electrical, Control and BMS, Hydraulics, Fire Protection, Lifts, Audio Visual, Outside TV Broadcast, Data and Communications.

ICA Projects have included many Schools, Woden Bus Station - the Southern Hemispheres largest electric bus station at the time of construction, Manuka Oval Media Centre, National Archives - Chester Hill and 75 shelf km project, National Library of Australia, National Seedbank, Ian Potter Conservatory, and CIT Fyshwick Electrification.

ESBS carries a comprehensive suite of testing and measurement instruments that include air and water flow measurement equipment, pressure, temperature and humidity measurement and data logging, power condition analyser, energy logger, infrared thermography, air leakage visualisation smoke generator, light and sound meters, indoor air quality meter.

These instruments are used by ESBS staff for verifying contractors Testing and Balancing (TAB) results if necessary, on projects when performing construction stage monitoring services including witnessed testing, and for trouble shooting performance issues.
